Development Code Update

Background

The City of Banks applied for and was awarded a Transportation Growth Management (TGM) technical assistance grant from Oregon Department of Land Conservation and Development and Oregon Department of Transportation. In 2019, Siegel Planning Services had conducted a code audit on behalf of the City and recommended a list of potential code amendments for the City to consider. With the grant, the City is undertaking significant amendments to its Development Code based on the code audit framework to implement recent policy updates, ensure consistency with state land use law, provide a more user-friendly and streamlined code, and strengthen support for smart development principles and techniques.  The City of Banks Development Code Update project will examine several land use issues to better guide new development in keeping with Banks’ city vision.

 

Adoption Process

The Planning Commission will provide a recommendation to the City Council. The City Council ultimately votes on the code amendments. The public has an opportunity to provide comments at each of these meetings during the corresponding public hearings.

 

Project Timeline

The Banks Development Code Update project will start in Spring 2020 and finish by Spring of 2021. Several opportunities are planned to gain community input, so keep checking for updates!

In 2019 the City of Banks audited its Zoning Ordinance.  With financial assistance from the State's Transportation and Growth Management Program (TGM), the City is now undertaking significant amendments to the Zoning Ordinance, based on the audit.  The purpose of the Zoning Ordinance update project is to implement recent bicycle & pedestrian, urban design, and parking plans; improve Zoning Ordinance structure; and enhance the walkable, bikeable, small-town atmosphere of Banks.
