OVERVIEW

This summary provides and overview of the City of Banks Comprehensive Plan Update Community Advisory Committee (CAC). It outlines the committee's purpose, expectations, and meeting approach.

The CAC will serve as a community sounding board throughout the planning process. Committee members will review project information, discuss ideas and draft policy, and provide local perspectives that help shape the Comprehensive Plan.  Input from the CAC will complement technical analysis, public engagement, and direction from the Planning Commission and City Council.

WHAT IS A COMPREHENSIVE PLAN?

A comprehensive plan is a policy document that addresses a range of topics from housing and economic development to natural resources and infrastructure.

Oregon's statewide Land Use Planning Goals are achieved through local comprehensive planning. State law requires each city and county to adopt a comprehensive plan and the zoning and land use development ordinances needed to put the plan into effect. Plans are structured around the state's Land Use Planning Goals. Each goal has specific policies that help achieve those goals. Those policies are put into action through implementation tools and strategies. Our zoning map and Title XV (Land Usage) of the Banks Municipal Code are two examples of implementation tools.

INTEREST FORM

The Community Advisory Committee will provide community perspectives and local knowledge throughout the planning process. Members will review project materials, discuss planning topics, and provide feedback at key milestones as the Comprehensive Plan is developed.

The committee is expected to meet approximately 4-5 times between Fall 2026 and Spring 2027. The first meeting will be in-person, but subsequent meetings will have a virtual option and generally last 60-90 minutes. The first meeting is tentatively scheduled for Thursday, September 24, 2026, from 6:00 - 7:30 pm.

Selection of committee members is intended to create a group that reflects the diversity of Banks' residents, businesses, organizations, neighborhoods, and experiences.
